What is the CAT Transit Master Plan?
The Hood River County Transportation District (HRCTD), operating as Columbia Area Transit (CAT), is updating its 2017 Transit Master Plan (TMP). The TMP update is a timely means of addressing changes in Hood River County, such as the growing population, increasing recreation and tourism draw, expanding local and regional employment choices, and opportunities for new and available transportation options (e.g., bike sharing, vanpools, e-scooters, e-bikes, etc.).
Beginning in early 2022, Hood River County residents and visitors shared their thoughts on how CAT can best meet their transportation needs. CAT Survey #1 asked the community how CAT could help shape and build vibrant, accessible, and strong Hood River County communities. Based on feedback received, CAT Survey #2: Service Options asks for your thoughts and preferences on proposed service options reflective of community input and service considerations.

Columbia Area Transit Master Plan has finished this stage
[Autumn 2021–Winter 2022] The most important step to update the TMP is to describe CAT’s existing services, the communities currently served, and Hood River County’s built environment. The CAT Existing Conditions report serves as the baseline to plan for CAT's future services and transportation options.
Phase Two: Learn from the Community
Columbia Area Transit Master Plan has finished this stage
[Winter–Spring 2022] Gather input in the CAT Transit Master Plan Survey from Hood River County residents on where, when, and how they travel now and where, when, and how they want to go in the future.
Phase Three: Analysis and Options
Columbia Area Transit Master Plan is currently at this stage
[Summer–Autumn 2022] We will be out in the community sharing what we’ve learned to see if we got it right. The community will see CAT draft future strategies, options, and land use considerations to hear public feedback on the proposed direction.
Phase Four: Draft and Final Transit Master Plan
this is an upcoming stage for Columbia Area Transit Master Plan
[Autumn 2022–Spring 2023] CAT staff will work with the public input, feedback from the Technical Advisory and Citizens Advisory Committees, the CAT Board, and other community stakeholders to produce a draft Transit Master Plan for community review. The formal adoption process will begin in winter 2022.
